孟加拉达卡人口密度极大，近年来社会治安形势持续恶化，示威游行、抢劫等刑事案件时有产生，宗教极端势力曾制造过骇人听闻的恐怖袭击事件。而该国视频监控系统建设正处在初级阶段，完全不能满足社会治安防控需求。因此该国内政部警察总署迫切希望能从顶层规划平安城市，建设一个统一的、高效的、智能的、基于IP网络的数字视频监控系统，以维持社会治安的稳定，不断提高公共安全保障水平。
